I wouldn't use MS70 on anything other than MS silver or gold coins.
MS70 is not a metal removing 'dip' like EZ Zest.
Still, caution should be used, as the appearance will be different and not always better after use.
Try it on a cheaper coin first, or on one your 1950 washies that does have marks that would keep it out of a high grade regardless.

MS70 is a detergent surfactant that will remove dirt and other verdigris from silver coins.
It will also, in some cases remove stains.
I do not know whether it will remove your water spots, but it will do nothing to the coin from certifying, if it would have certified in the first place.
MS70 can be used as you would use a dip or you can applt it to coin surface using a Q-Tip and rolling the Q-Tip across the coin surface.
As has been stated, make sure the coin is completely rinsed of all residual MS70 and dried.
Let me emphasize the need to rinse all traces of MS 70.
I use 5-10 minutes under running tap water plasticized skinny wire basked in a plastic binthen a thorough rinse in distilled water, then an acetone rinse.

MS70, as pointed out above, is a harsh detergent, hence the difficulty getting rid of all traces.
